  16. <p>Calm weather and abject despair drive Haitians back into the sea
  17. </p>
  18. <p>    When they set out in their frail boats, most know they will
  19. never reach the U.S. mainland. Yet Haiti's poor are so
  20. desperate to escape their country's turmoil that a record 10,514
  21. have left the island so far in May, including 1,635 in one day
  22. alone last week. With the refugee camps at Guantanamo Bay in
  23. Cuba reportedly full and no plans for an expansion in the
  24. works, the Coast Guard began limiting its rescue efforts to
  25. refugees in "imminent danger" of sinking or starving during the
  26. 600-mile voyage through the northern Caribbean to Florida.
  27. Others were urged to return home but not stopped.
  28. </p>
  29. <p>    Although May's traditionally calm seas encouraged the
  30. renewed exodus, the real culprit is a pervasive sense of
  31. hopelessness on the island fostered by the ambivalent policies
  32. of Haiti's neighbors. Military leaders seized power last
  33. September from the popularly elected President, Father
  34. Jean-Bertrand Aristide, but the Organization of American States
  35. decided only this month to tighten its embargo by barring ships
  36. from their ports that traded with Haiti. The U.S. supports the
  37. embargo and is pressuring the European Community to stop
  38. sending supplies, but the Pentagon has refused to strong-arm its
  39. onetime military allies into accepting an OAS-brokered peace
  40. plan.

  42. <p>    Aristide, who is in the U.S. to win backing for his
  43. return, hopes to address the United Nations this week even as
  44. military leaders on the island are trying to push through a new
  45. government formula excluding him from power. At least four
  46. people died last week in Port-au-Prince during a one-day general
  47. strike supporting his return.
